PROJECT NEDO (NEDO-WG3-DR)
NEDO is a three-year (2016-2019) smart grid project in which the main partners are NEDO, the Japanese Agency for Advanced Energy and Industrial Technology, and its authorized contractor Hitachi, as well as the company ELES.
ELES is leading and coordinating the project, and the activities will be implemented on the infrastructure of the electricity grid owners in Slovenia - Elektro Maribor plays a key role as a partner in the implementation of the project. NEDO is contributing modern equipment from Japanese and Slovenian solution providers, while ELES, doo, is financing the development of advanced functionalities that, together with the equipment, will form an advanced smart grid infrastructure.
The benefits of the project from the perspective of the electricity system lie in the use of advanced solutions that address the challenges of the modern electricity system in the light of sustainable development with environmentally friendly solutions. Instead of investing in network expansion, the existing network will be better utilized by using modern secondary equipment, information and communication technologies and cloud solutions. By raising consumer awareness and using advanced electricity management systems, efforts will be made to ensure efficient use of electricity.
The key equipment that the Japanese partner will contribute is system electricity storage, advanced network management tools (DMS), advanced tools for optimizing electricity use in local communities and buildings (EMS), and a platform for integrating demand into system services. In addition, some missing passive (metering) and active (circuit breakers, regulation transformers) elements in the network must be provided.
The result of the project will be an advanced infrastructure that will help ELES meet its legally required obligations and improve the quality of services for electricity consumers by using sustainable and environmentally friendly solutions.
The results of the demand response program, which will be obtained through the NEDO demonstration project "MOVE CONSUMPTION", will be expected to be transferred to the entire Slovenia after the completion of this pilot project.
DEMONSTRATION PROJECT »MOVE CONSUMPTION"
Slovenian-Japanese demonstration project of smart grids and smart communities is being carried out in cooperation between Elesa, as the system operator of the Slovenian transmission network, and the Japanese agency for advanced energy and industrial technologies NEDO. The introduction of the latest technological solutions will be provided by the Japanese company Hitachi and the Slovenian company Solvera Lynx, as well as other Slovenian companies, technology solution providers and research organizations, such as the Milan Vidmar Electrical Institute. Elektro Maribor, as the system operator of the distribution network, plays a key role as a partner in the implementation of the project. In the local environment, the technology company TECES and LEA – Local Energy Agency of the Lower Podravje region cooperate. The demonstration project "MOVE CONSUMPTION" will run from December 1, 2017 to November 30, 2018.
For the successful implementation of the project, it is necessary to ensure the active participation of network users. User participation is required in the pilot demonstration of peak load limitation and time shifting (Peak Shaving), where users, the electricity distribution network operator and energy suppliers demonstrate that with improved communication and mutual cooperation it is possible to manage peak loads and thus reduce peak demand. The goal of more proactive electricity management during the PWS period is to shift electricity consumption from PWS to another time, thereby enabling a more optimal distribution of energy consumption throughout the day. Some examples are illustrated in the following figures.
The objectives of the demonstration project "MOVE CONSUMPTION" are:
- reduction of peak load in electricity consumption;
- testing electricity consumption savings based on consumer involvement in testing the introduction of smart meters for household and business electricity consumers.
Target audience/groups:
The Energy Agency's requirements are that 10% out of all 12,888 users connected to the Breg substation must be included in the project. So our target group is 1,300 users or their metering points (MM). The possibility of participation is provided to all households and small business customers who are connected to the Breg distribution transformation station (RTP Breg) in the municipalities of Starše, MO Ptuj - Quarterly Community Breg-Turnišče, Cirkulane, Videm, Podlehnik, Žetale, Hajdina, Majšperk, Makole, Kidričevo and are already in the advanced metering system. Participation in the project is independent of which supplier the interested parties have an electricity supply contract with.
The Slovenian-Japanese project "SHIFT CONSUMPTION" enables more reliable supply, while also representing an opportunity for domestic industry and lower costs for consumers.
To reduce electricity consumption, participants will be able to turn off or limit the consumption of various home appliances: heat pumps, air conditioners, various electric heaters, dishwashers, washing machines and dryers, glass-ceramic or induction hobs, charging higher-power batteries, etc.
If electricity consumers adjust their consumption appropriately during critical peak tariffs (KKT), their electricity bill will certainly be lower than usual. However, if they consume much more electricity than usual during the KKT, their electricity bill may increase slightly - the tariff during critical peak events will be more expensive - it should be emphasized that the number of critical peak hours per year will be limited to 50. On the other hand, in cases of excess electricity, the project will encourage the consumption of electricity at the very time when it is also significantly cheaper (tertiary reserve). Participants in the project will be notified (by SMS and via mobile application) at least 24 hours before the KKT occurs and 15 minutes earlier for tertiary reserve.
KEY BENEFITS that project participants will gain:
- the possibility of reducing the monthly electricity bill;
- free establishment of two-tariff billing (if they are in the advanced metering system and have single-tariff billing);
- the possibility of participating in an international project to demonstrate smart grids and smart communities of the future;
- receipt of €25 compensation for inclusion in the system, which can also be allocated to various non-profit organizations or associations (group A – up to 1200 included participants), free installation of the Direct Load Control – DLC system (group B – up to 50 included participants), free installation of the “smart home” system – Home Energy Management System – HEMS (group C – up to 50 included participants).
