The technical assistance model is intended for municipalities and cities as a support tool in planning and preparing tender documentation for the implementation of measures to reduce energy poverty. It focuses primarily on funding opportunities through European Union programs, but is also adaptable to other sources of funding and different ways of implementing measures.

The model provides individual professional support in the preparation of projects and applications, thereby strengthening the capacity of public administration to successfully absorb funds. Its effectiveness will be tested in practice, namely on the example of two pilot municipalities (one in Slovenia and one in Croatia), where a concrete project proposal with a complete project application will be prepared.

Special emphasis is placed on the possibility of financing through the European Union program, but the model is also adaptable to the use of other sources of financing and different ways of implementing measures.

The model enables individual professional support in the preparation of projects and applications, thereby strengthening the capacities of the public administration for the successful use of available funds. Its effectiveness will be verified in practice through implementation in two pilot municipalities (one in Slovenia and one in Croatia), where a concrete project proposal with a complete project application will be prepared.
